マイノリティの視点から実現する、インクルーシブな社会
An Inclusive Society Realized from the Perspective of Minorities

「障害は個人でなく、社会環境側にある」という考え方は、「障害の社会モデル」と呼ばれています。この考え方に基づき主に空港施設におけるユニバーサルデザインの取り組みを進める中で、SDGsの前提となる「多様性」と「包摂性」が持つ可能性についての研究を行なっています。マイノリティが持つ視点から捉えたデザインには、マジョリティに対するデザインを牽引する力があります。どんな人でも排除されることのない“インクルーシブ”な視点に立ったデザイン研究を通じ、「多様性」と「包摂性」が尊重される差別のない共生社会の実現を目指しています。

The concept that "disability lies not with the individual but with the social environment" is known as the "social model of disability.” Based on this concept, we are conducting research on the possibilities of diversity and inclusiveness, which are the premises of the SDGs, as we promote universal design initiatives, particularly in airport facilities. Designs that capture the perspectives held by minorities have the power to drive designs for the majority. Using design research from an "inclusive" perspective where no one was excluded, we aim to realize a society of coexistence where diversity and inclusiveness are respected, and where there is no discrimination.

障害の当事者、施設の関係者が専門家と共に、総合的な視点で協働します。

公共交通機関のユニバーサルデザイン

Universal Design for Public Transport

空港をはじめとする公共交通機関は、障害の有無に関わらず多くの人が利用します。既存の公共交通機関について、例えば羽田空港や成田空港などの大規模空港では障害当事者が参加して検討会などを実施しました。また地方空港では空港職員と共に現状の検証を進めています。地方空港においても個々の設備については一定の到達が見られました。一方、障害者の利用という観点からは、大規模空港と地方空港では整備方法やスタッフの知識などに差が見られましたが、空港職員と外部の専門家が一緒に調査を行うことで、具体的な問題点への理解が深まります。また、それぞれの空港が積極的な整備に取り組む姿勢にもつながります。

Airports and other public transportation facilities are used by many people regardless of whether they have a disability or not. At large airports, such as the Haneda Airport and Narita Airport, we held study sessions on existing public transportation with the participation of people with disabilities. At regional airports, we are working with airport staff to examine the current situation. A certain level of progress has been made with regard to individual facilities at regional airports. On the other hand, from the perspective of use by the disabled, there were differences in the maintenance methods and staff knowledge between large and regional airports. However, by conducting surveys together with airport staff and outside experts, a deeper understanding of specific problems can be obtained. This will also lead to a proactive approach towards effective maintenance at each airport.

「アクセス」「移動空間」「施設設備」「人的支援」「情報」「当事者参加の取り組み」の6視点について、専門家と当事者、関係者が協力して調査することで既存の問題点をより明確に把握することができます。また、社会の変化と多様性に対応できる力を養います。

By investigating from the six perspectives of “access,” “moving space,” “facilities and equipment,” “human support,” “information,” and “party participation initiatives” in cooperation with experts, concerned parties, and related parties; we can gain a clearer understanding of existing problems. In addition, we can develop the ability to respond to changes and diversity in the society.

“目に見えにくい障害者”の課題解決

Solving the problem of “people with invisible disabilities”

認知症者や発達・知的・高次脳機能障害者などを始めとする目に見えにくい障害者などの、多様な障害者と社会環境との関係の中で生じる障害の問題を顕在化させ、その解消に関する研究を当事者へのヒアリング等から行っています。外出機会の減少へと繋がる「不安」という課題には、身体機能的要因と社会環境側の要因があり建築環境や情報環境(ハード)と併せ、安心に繋がる人的支援(ソフト)などによって問題が改善されていくことを見出しています。更に、身体的反応に関する分析などへと展開しています。

We are conducting research to identify and resolve problems that arise in the relationship between various forms of disability and the social environment, including “people with invisible disabilities” such as dementia and developmental, intellectual, and higher brain dysfunctions. Anxiety, which reduces a person’s opportunities to go out, is caused by both physical functional factors and social environmental factors. By conducting interviews with people with disabilities, we have found that the problem can be improved through the use of the built environment, information environment (hardware), and human support (software) that includes psychological support. Furthermore, we are expanding our research to include the analysis of physical reactions.

若年性認知症者や自閉症スペクトラムなどの障害当事者へのヒアリングを構造的に整理して見出される課題からは、ロービジョン者や難聴者との共通性も見出せます。社会的障壁を多様な障害当事者に共通する問題として横断的に捉え直し、客観的な視点に立って社会環境との関係を考えることで、これまで潜在化していた課題に対する提案を可能にします。

The issues identified by structurally organizing interviews with people with juvenile dementia, autism spectrum disorders, and other disabilities, have also been found to be common to people with low vision and people with hearing loss. By reassessing social barriers as problems common to a wide range of people with disabilities and considering their relationship with the social environment from an objective perspective, we will be able to propose solutions to issues that have been latent until now.

まちづくりにおける当事者主導のインクルーシブデザイン

Disabled–people–driven inclusive design in city planning

これまで、様々な自治体において進められてきたバリアフリー基本構想やそれに伴う事業計画に携わってきました。現在もユニバーサルデザイン条例や移動等円滑化促進方針の策定を進めている自治体と連携して、障害当事者の参加を進めています。より多くのマイノリティが持つ視点から学ぶことができるよう、当事者の意見に触れる場を設けることを実践し続けています。今後、更には具体的な都市計画におけるマスタープランへも、多様な意見を反映させることを目指しています。

Until now, we have been involved in the barrier-free basic concepts and its associated project plans that have been promoted by various local governments. We are currently working with local governments that are formulating universal design ordinances and policies for facilitating mobility, to promote the participation of people with disabilities. We continue to practice the creation of opportunities to have access to the opinions of people with disabilities so that we can learn from the perspectives held by more minorities. In the future, we aim to reflect their diverse opinions in the master plans of specific urban planning.

多様性を包摂したデザインは、社会に新しい切り口を与えます。施設・設備はもちろんのこと、住宅、交通、教育、仕事、サービス、娯楽、情報、更には制度に至る全ての生活環境をインクルーシブにデザインすることで、政治や経済、社会の見え方が変わります。視点を変えることで多様性が当たり前になり、秘めたる可能性を広げます。

A design that is inclusive of diversity gives the society a new slice of life. An inclusive design for all living environments, from facilities and equipment, to housing, transportation, education, jobs, services, entertainment, information, and even institutions; can change the way we see politics, the economy, and society. By changing our perspectives, diversity becomes the norm and opens up hidden possibilities.
